Our 2 and 1/2 year old twins found this frustrating because, despite, their hard work, they never got a break from kicking. There is little or no glide to give them a pay-off. Our daughter is about 2-3 months behind our son and it was still too simple for her. We splurged and bought them Micro brand Mini scooters which they love. Sorry Razor, we usually love your stuff but not this time.
